Let the venue set the level.

Dinner dressing is determined by where you're going, not just that you're going. A casual restaurant calls for smart casual. A fine dining setting calls for business casual at minimum, or a suit if the occasion warrants it. When in doubt, dress one level above what you think is required. It is always easier to remove a jacket than to wish you had brought one.
